SDIP-7: Treasury Squad

Summary
This proposal is for the creation of a new Squad within the DAO that will be responsible for managing the Treasury and other financial aspects of the DAO to ensure our long-term financial success.

Motivation
With funding and token liquidity on the horizon, we must do this now so that we can take full advantage of our resources to do as much cool shit as possible. It should not be this squads role to pick and choose projects, but instead to ensure funding is managed well for approved projects presented by other committees.

I fully support the creation of a treasury squad - albeit without the participation of a Genesis Squad member.

There's a concerning level of centralized control in the Squiggle Decentralized Autonomous Organization. For the health of the DAO and to alleviate concerns, there should be a separation of those with outsized control, i.e. Genesis Squad members from serving as a lead of the Treasury Squad.

Glory and Trislit make great candidates for leads. Cheezbiz has expressed interest, is well qualified for the role, and has demonstrated a strong committment to the DAO. This team of three would make for excellent leads of a vital new Treasury Squad, while also helping alleviate additional responsibilities from the Genesis team and concerns of centralized control over the DAO.

I support the creation of a treasury squad. It will be necessary as we grow, get funding, and have on-going projects. It will also allow the dao to be flexible when opportunities come up like the panels project. Rantum makes a good point re. the genesis team and moving toward a more decentralized structure. This would be a step in that direction. The genesis members will need to approve the funding of the treasury squad anyway, and they can still participate in any squad meetings to provide input on how funds are directed, etc.

I would be interested in being on the treasury squad. I’m a CPA and I’ve worked at a public accounting firm for the last 8 years. The firm specializes in external audits of banks (public and non-public) with asset sizes in the $1 billion - $15 billion range (small/regional banks for those not familiar with bank sizes). I routinely document processes and controls for my clients including the treasury function. I’ve been an active DAO member since I joined in August and will make sure I am available when needed.

One of the main reasons why I proposed this squad is to decentralize responsibility around treasury management. Right now it's mostly me - with this it will be 2/3 of which I will be 1. I appreciate that we all want decentralization here but it needs to be pursued carefully and incrementally.
