Draft proposal

Abstract
This SDIP proposes that:
Moose, a relatively new contributor to the DAO, creates and/or revises three key processes (see below)
The DAO creates an interim Operations Chair role to develop and ensure adherence to those processes
Moose assumes the role of interim Operations Chair through end of March
Motivation
Why create and/or revise key governance processes?
With increased funding, the DAO now has the resources to move forward on its most ambitious plans. The Core team has identified several problem areas that limit our ability to grow and work efficiently towards achieving those plans:
The process by which prospective contributors turn into contributors is unclear
The current budgeting process has several limitations that will make it a bottleneck to scaling up the number of projects run and their complexity. not followed closely (and we need to understand why so that we can fix it)
The current project management framework lacks transparency and consistency. There is no process for approved SDIPs to be prioritized. Also, there is no easy way for DAO members to see the progress against a given project
Why create an interim Operations Chair role?
Adherence to process has been inconsistent within the DAO. Key contributors have a hypothesis that DAO members forget or don’t know about operations processes as they execute projects. This creates inefficiency. Furthermore, as new DAO members come online, we are missing out on an important opportunity to instill clear processes and frameworks in them and bring more consistency to workflows across the DAO.
Therefore, we would like to pilot an Operations Chair role, whose primary purpose would be to develop, remind people of and enforce processes. Should this role be seen as successful at the end of this pilot, Operations Chair would become a permanent DAO role.
Why Moose?
Though Moose has recently joined, he has shown strong interest and capability in contributing to the DAO. He has already identified lack of clear accountability in project execution and is actively co-leading the new Squiggle Grants initiative. He also has a background in entrepreneurship, product development and project management so would be a strong fit for this project.
Moose is still fairly new, so it’s probably not fair to expect him to do this on his own. How will Moose be supported?
0xgregory and the Core team will provide support and oversight for Moose as he embarks on the above.
Success Conditions
Phase 1 (March 1 - March 31 ) Proposed deliverables and responsibilities:
(Note that these are general guidelines for the role and that exact outcomes and deliverables may vary depending on the needs of the DAO as expressed by the Core team)
Develop a process for prospective contributors to go from on-boarding to formalized roles to evaluation
Deliverables (create, document, improve upon and facilitate the following):
- An onboarding package
- Create details and documentation on how the DAO operates and how the core team operates
- Plan Contributor pipeline V2
- Develop a general process by which DAO members can elevate themselves within the DAO, potentially to paid roles
Work with Treasury to rebuild the budgeting process and the Treasury Squad’s role in overseeing both budgeting process as well as payments
Deliverables (create, document and facilitate the following):
- Capture current treasury processes and pain points (Document)
- Support the Treasury team in ensuring that processes are adhered to
Develop a process which enables leadership teams to prioritize projects and DAO members to track the progress of approved SDIPs
Deliverables (create, document, improve upon and facilitate the following):
- Create and maintain Ops Meeting framework, agenda and task lists 3 times a week, iterate and improve on this process
- Facilitate Ops meetings 3 times a week
- Record new ideas and facilitate discussion and prioritization (Shared document/Trello board)
- Implement a lightweight Project management framework
- Improve project creation guidelines (Implement, facilitate and document)
- General Project tracking (Discord, Trello)
- Facilitate and document closeout meetings
- Improve document organization
Support ongoing efforts to improve upon and create new processes as required by the Squad leads and Instigator.
Ensure adherence to process
- Have at least 1 prospective contributor go through the new-contributor process
Phase 1.5: Create Job Description for Interim Operations Chair Role
With support from the core team, create a job description for Operations Chair role (which will start as interim, with the aim to make it permanent if successful). Chair role must be approved by the Squiggle board, squad leads, instigator, and tech advisor.
Phase 3 (March 25 - March 31): Assessment and Recommendation
Assessment against all of the above goals (Core team)
Recommendation to the DAO on whether or not the Operations Chair role should be made permanent (Core team)
Costs
Expenses expected to be minimal - project management and tracking solutions (e.g., Notion subscription). All expenses must be pre-approved by the Core team and must be appropriately documented. Maximum expenses: $550 USDC.
Rewards
Effective: immediately
Compensation: $5,000 USDC and 1000 Squig for the month of March
